What to expect
- Get in touch. Call or send a short summary. A reply comes within 24 to 48 hours.
- Sign a consultation agreement. Before the first consultation you receive a short written agreement. The Code of Professional Conduct requires it. It names Roger and his College ID, states that the consultation is free of charge, explains the College's role and sets out what the consultation will cover. You keep a copy.
- Have the consultation. Roger listens to your situation and explains the options he sees.
- Sign a service agreement, if you go ahead. No further work starts until you have a written agreement that itemizes the services, fees, disbursements, taxes, estimated time frames and how to raise a complaint.
- Stay informed. You get timely updates on the status of your file. Original documents are returned once their purpose is served.
What no consultant can promise
IRCC and Canada Border Services Agency officers make their own decisions. Roger cannot guarantee that any application will succeed, and he has no relationship with the Government of Canada. What he can do is explain the process plainly and tell you what he sees in your file.
Two licences
| Where the matter is | Who decides | Licence used |
|---|---|---|
| IRCC or CBSA application | A government officer | Regulated Canadian Immigration Consultant, College ID R711764 |
| Immigration and Refugee Board hearing or appeal | A tribunal | Ontario paralegal licence, Law Society of Ontario P08934 |
The Court of Appeal for Ontario explained the line in Caruso v. Law Society of Ontario, 2026 ONCA 677. Read Roger's article on the decision.
A trades background and two licences
Roger's background is in the trades, and he has worked in the heating and air-conditioning field. That helps him understand trades work when it is described in an application. He does not find jobs for clients or recruit workers.
He completed a college immigration consultant program in 2020 and has held his College licence since 2022. He has also been a licensed paralegal with the Law Society of Ontario since 2013, and is a former board member of the Ontario Paralegal Association. His volunteer work includes Habitat for Humanity, food drives and Paralegals for Prostate, which he founded.
