Anyone sending the Ontario Landlord and Tenant Board (LTB) a stack of three or more paper applications in one go puts this single page on top. It answers four questions for Board staff: how big the stack is, who their contact person is, what bonus documents you want sent back, and how you will receive each hearing package (by email, or collected in person). In practice it is mostly property managers and landlords with several units behind on rent at the same time who use it.
The short version
| User | A landlord, or someone acting for one, filing three or more applications together |
| Timing | Goes in with the stack on the day you file |
| Its own deadline | None; every application in the stack still has to meet its own |
| Route | Paper only: mail, courier or a ServiceOntario counter |
| Cost | The sheet is free; every application inside has its own fee |
| Next form | Nothing follows from it |
What the sheet does
Under Rule 5.1, once the LTB accepts an application, the Board serves the parties with the Notice of Hearing and the application. For a paper stack, the sheet is your delivery instruction for each file's Notice of Hearing (NoH) package, which (per the form) bundles the LTB receipt, the NoH itself and a copy of the application. On request, staff will add:
- Point of Sale Receipt(s)
- an L1/L9 Update Sheet
- an Information Sheet
Is it the right tool for this filing?
Yes, if you have three or more applications going in together on paper, whether you mail them, courier them or bring them to a ServiceOntario location that takes LTB documents.
No, in these three situations:
- You are filing on the Tribunals Ontario Portal. Every Portal application is handled one at a time, and the LTB forms page ties the bulk sheet to mail, courier and ServiceOntario only.
- You are a paralegal or lawyer and the applications are ones the Portal accepts. A Practice Direction has required licensees to use the Portal for those since January 1, 2025. That list takes in the L10, L9, L4, L3, L2 and L1, which means a licensee cannot bulk-file any of those on paper.
- The applications are going by email. That route covers the A1, A2, A4, L6, L7 and L8, and it has its own bulk method: a single online payment, one receipt, and the subject line "Receipt #[number], Bulk Filing". When the attachments overflow one message, the next one is titled "Bulk Filing, Continued".
If you are a tenant named in one of these applications, nothing about the bundle changes your rights. Your case is numbered and heard on its own, just as if the landlord had filed it by itself.
How paper changes the filing date
The sheet carries no time limit, but sending applications on paper affects the date each one counts as filed. Rule 4.8 sets it out:
- ServiceOntario: filed that same day.
- Courier: filed on the next business day after the courier receives it (Saturdays, Sundays and holidays are skipped).
- Mail: counted only on the fifth day after posting that is not a holiday.
Put plainly: a near-deadline application can turn late just from being posted. The LTB also cautions that mail and courier filings can take longer to process.
Filling it in
The sheet has two halves. You complete the upper half; the lower half belongs to the LTB.
- No. of Files in Bulk. How many applications are enclosed.
- Contact Information. The name, phone number and email address staff should use.
- Additional documents. Tick whichever you want: Information Sheet, L1/L9 Update Sheet, Point of Sale Receipt(s).
- Delivery of the packages. Choose one: - email, sent either to the contact address in item 2 or to a different one you print here; or - collection in person from the Board office that received the filing.
Write email addresses clearly; the form makes a point of it. 5. Address of Rental Unit / App. Form #. You get ten lines. Pair each unit's address with its form code, say "L1". More than ten units means extra pages, numbered.
Do not write in the LTB half. Staff use it to record the date-received stamps, the email and pick-up dates, and who collected the packages.
Fees and where to send it
The sheet goes on the very top of the stack. Then make sure every application has its correct fee:
- L10, L9, L3, L2 and L1: paper filings cost $201 per application; on the Portal the same form is $186.
- L5: charged on a separate scale.
Mailed and couriered stacks are paid by money order or certified cheque (payee: Minister of Finance), or by Visa or Mastercard credit card using the Credit Card Payment Form. In person at ServiceOntario, debit and cash work too. Post it to the Landlord and Tenant Board at 15 Grosvenor Street, Ground Floor, Toronto ON M7A 2G6.
What holds a bundle up
- The list and the stack disagree. Every line on the sheet is matched to an enclosed application. If they don't line up, expect a phone call and lost time.
- Messy handwriting in the email field. Hearing packages sent to an unreadable address simply never arrive.
- One application short on payment or carrying the wrong fee. Fees are charged application by application. The LTB forms page ("Important information before filing") warns that an application with errors can be refused or dismissed, so each one has to stand complete by itself.
- No termination notice or Certificate of Service in a file. A cover page is only a cover page. It does not stand in for the documents each application requires.
- A licensee sending Portal applications on paper. Those go unprocessed.
- Posting an application that is up against its deadline. Five non-holiday days pass before mail counts as filed.
After the bundle arrives
Staff open and process each application separately. When the hearing notices come out, you will either receive the packages by email or be called to book a collection date. After that the bundle is gone: every case has a separate file number and a separate hearing.
Questions and answers
How many applications make it a bulk filing?
The sheet says three or more going in at the same time.
Can L1s be bulk-filed on the Portal?
The LTB names the bulk sheet for paper routes alone (courier, mail and ServiceOntario). The Portal works one application, and one payment, at a time.
Does filing several at once lower the fee?
No. The LTB fee schedule charges landlord L-applications per application, with no reduction for volume. The L5 follows its own per-unit scale.
Could a paralegal file a stack of paper L1s on my behalf?
No. Licensed paralegals and lawyers must file any Portal-eligible application, the L1 included, on the Portal, a rule in force since January 1, 2025.
How do the Notice of Hearing packages reach me?
Either choose email and print a clear address, or choose pick-up at the LTB office where you filed.
